Public Notice on the Environmental Impact Assessment for the 1,000 t/a Etofenprox Production Project of Hunan Haohua Chemical Co., Ltd.
In accordance with the Environmental Impact Assessment Law of the People’s Republic of China, the Measures for Public Participation in Environmental Impact Assessment (Ministry Order No. 4), and other relevant provisions, the following information regarding public participation in the environmental impact assessment for the 1,000 t/a ethiprole project of Hunan Haohua Chemical Co., Ltd. is hereby announced. The details of the announcement are as follows:
(1) Project Overview
Project Name: 1,000 t/a Etofenprox Production Project of Hunan Haohua Chemical Co., Ltd.
Nature of the Project: New Construction
Construction Site: No. 1 Yuwang Road, Youxian High-Tech Industrial Development Zone, Zhuzhou City, Hunan Province, covering an area of approximately 24,179.08 m².
Project Overview: The total investment for this project is RMB 159.26 million, with environmental protection investments amounting to approximately RMB 9.08 million.
Project scope: a 1,000 t/a etoxazole production line and its associated supporting facilities.
Pollution Sources and Environmental Protection Measures:
Waste Gases: The waste gases generated by this project primarily include acidic gases, ammonia‑containing gases, and organic gases. Acidic gases containing chlorine and hydrogen chloride are treated by a three‑stage alkaline scrubbing process and discharged in compliance with emission standards; ammonia‑containing gases are treated by a two‑stage acid scrubbing followed by water washing and then discharged in compliance with standards; organic gases containing methanol, ethanol, and other highly water‑soluble compounds are treated by a two‑stage water washing combined with activated carbon adsorption and discharged in compliance with standards. Organic gases containing dichloromethane and other poorly water‑soluble compounds are treated by a two‑stage water washing (to remove water‑soluble organics), followed by a two‑stage photocatalytic oxidation, a two‑stage alkaline scrubbing, and activated carbon adsorption, and then discharged in compliance with standards.
Wastewater: In this project, wastewater is treated separately. Production wastewater and domestic sewage are pre-treated at the plant’s on-site wastewater treatment station to meet discharge standards before being conveyed to the park’s centralized wastewater treatment plant for further treatment.
Solid Waste: The solid waste generated by this project primarily includes distillation residues, filtration sludge, wastewater treatment sludge and scum, spent activated carbon, used packaging containers, decommissioned equipment, and municipal solid waste. Among these, distillation residues, filtration sludge, wastewater treatment sludge and scum, spent activated carbon, and used packaging containers are classified as hazardous solid waste and are entrusted to licensed disposal facilities; municipal solid waste is handed over to the sanitation authorities for disposal; and general solid waste, such as decommissioned equipment, is returned to the manufacturer for proper handling. All solid waste is managed in compliance with applicable regulations.
Noise: The primary noise-generating equipment in this project includes material pumps, fans, and similar devices. Following the implementation of measures such as selecting low-noise equipment, installing indoor sound insulation, and applying foundation vibration isolation, the impact on the external environment is minimal.
