Dear Member Organizations:
This June marks the 21st National “Work Safety Month.” To thoroughly study and implement the spirit of General Secretary Xi Jinping’s series of important instructions on work safety, firmly establish the concept of safe development, strengthen publicity efforts in the field of work safety, encourage enterprises to fulfill their primary responsibility for work safety, rigorously and effectively prevent and control safety risks, enhance the intrinsic safety level of enterprises, and promote a sustained, stable, and improving trend in work safety within the pesticide industry, the Association calls on its member units to earnestly carry out the activities of the 2022 “Work Safety Month.” Relevant matters are hereby notified as follows:
I. Event Theme
“Comply with the Work Safety Law and fulfill your responsibilities as the primary person in charge.”
II. Event Details
(1) Conduct thematic education activities to strengthen awareness of workplace safety.
Taking the organization of the national “Work Safety Month” campaign as an opportunity, arrange at least one session of theoretical study and organize a collective viewing of the TV documentary “Life Is Heavier Than Mount Tai—Studying General Secretary Xi Jinping’s Important Expositions on Work Safety,” thereby deepening understanding of his key ideas on this issue. Through various formats—including thematic seminars, centralized briefings, and training sessions—ensure that learning outcomes are effectively translated into concrete actions that advance safe development. Diligently organize study and publicity efforts around the fifteen measures for work safety: enterprise leaders should take the lead in delivering safety lectures; the primary person responsible for safety should give dedicated presentations; frontline workers should engage in interactive discussions on safety; and conduct open‑class sessions, group discussions, and team meetings focused on work safety.
(II) Study and implement the Work Safety Law, and promote compliance with the law and fulfillment of duties by the “principal person in charge.”
The legal representative, actual controller, and principal person in charge of the enterprise shall conscientiously prioritize safety throughout all stages of their work, earnestly assume the responsibilities of the “primary responsible person” for workplace safety, strictly fulfill the seven duties prescribed by the Work Safety Law, take the lead in respecting, studying, and abiding by the law, proactively assess risks and identify potential hazards, rigorously organize and conduct company-wide emergency rescue drills and knowledge‑and‑skills training, and actively participate in the “Safety Initiative for the Primary Responsible Person” campaign.
(3) Conduct safety skills and knowledge training to enhance the inherent safety level of enterprises.
Promote the concept of safe development, disseminate safety knowledge, and foster a culture of safety. Conduct training on workplace safety and fire‑prevention skills to further ensure that enterprise leaders “prioritize safety,” safety management personnel “know how to ensure safety,” and all employees “understand safety.” Widely organize initiatives such as “I Am a Safety Whistleblower” and “Identify Hazards Around Us” to motivate workers to take proactive, self‑driven responsibility for implementing safety production measures. Focus on key workshops, critical processes, and pivotal positions, encouraging employees to conduct self‑inspections and make corrective adjustments to critical equipment and high‑risk operations, thereby collaboratively identifying and addressing risks and hazards and elevating the enterprise’s inherent level of safety.
(4) Conduct emergency response plan drills to enhance emergency rescue capabilities.
Further revise and refine emergency response plans, and continuously strengthen the dual-prevention mechanism for safety risk control and hazard identification and remediation. In particular, enterprises involved in the production of hazardous chemicals should thoroughly identify and map their major safety risks, conduct extensive drills on on-site response procedures and emergency response scenarios for key positions—especially hands-on, real‑world initial‑response exercises for frontline workers at the workshop and team levels—enhance awareness of standards and regulations, and improve emergency response capabilities. During “Safety Production Month,” organize at least one emergency drill to continually bolster emergency rescue preparedness.
(5) Actively participate in the “Safety Awareness and Consultation Day” activities, and strengthen our sense of social responsibility.
Employing a multi‑channel, integrated communication strategy—through safety slogans on banners, posters, information display boards, short videos, and official WeChat accounts—we actively promote the Law on Work Safety and other relevant laws and regulations, widely disseminate safety knowledge, and foster a strong culture of “caring for life and prioritizing safety.”
In line with the company’s specific characteristics, we organize safety‑related publicity and consultation events that are popular among employees’ families and local community residents. We actively carry out initiatives such as “Bringing Safety Home,” “Delivering Safety to Every Doorstep,” “Safety Volunteers in Action,” and a variety of hands‑on emergency‑response drills, thereby jointly enhancing public awareness of safety and emergency preparedness while strengthening our corporate social responsibility.
III. Event Support
During the event, the China Pesticide Industry Association will leverage its own media channels to widely disseminate and promote exemplary case studies, establish prominent role models, harness the demonstration and leading effect of outstanding enterprises, and elevate the level of safety‑production awareness‑raising within the pesticide industry. Each member unit may… June 30th Please submit outstanding event videos, promotional reports, or summaries of best practices to the China Pesticide Industry Association.
