On April 28, Sui Pengfei, Director-General of the Department of International Cooperation of the Ministry of Agriculture and Rural Affairs, stated that currently, a second wave of locust swarms is gradually forming in Pakistan, while the desert locust crisis in East Africa continues to escalate. This presents an opportune moment for China’s aid—both in terms of deploying insecticides and related equipment—and for carrying out large-scale control efforts. China has already made preparations to provide technical support and supply necessary materials and equipment.
For pests such as locusts that damage crops, agricultural insecticides are one of the most effective means of pest control. Between 2008 and 2018, China’s production of agricultural insecticides peaked in 2012 and has since been on a downward trend. In 2018, the country’s output of agricultural insecticides totaled 410,800 tons, a year-on-year decline of 22%.

From 2012 to 2018, China’s imports of agricultural insecticides remained relatively modest, hovering around 10,000 tonnes. In 2018, the country’s imports totaled 11,400 tonnes, up 17.5% year on year. Meanwhile, export volumes exhibited a generally volatile yet upward trend, with China’s agricultural insecticide exports reaching 309,300 tonnes in 2018, down 1.9% from the previous year.
