On September 13, 2020, the State Council issued the "Decision on the Cancellation and Decentralization of a Batch of Administrative License Items" (Guo Fa [2020] No. 13), according to the document, canceling the administrative license for new pesticide registration test review items and changing to filing.

　　The agricultural and rural departments will strengthen supervision through the following measures:

　　1. Establish and improve a new pesticide registration test filing system, and build a unified national online filing platform to facilitate relevant companies to quickly complete filing procedures. Those who do not comply with the requirements shall be set up and held legally responsible.

　　2. Strictly implement the "Pesticide Registration Test Unit Certification" license, and secure the entrance of pesticide registration test units.

　　3. Carry out random inspection and supervision of the registered new pesticide registration test activities, supervise the relevant units to implement risk prevention and control measures, and find violations of laws and regulations to be investigated and dealt with in accordance with the law and the results are disclosed to the public.

　　4. In the "pesticide registration" licensing link, review and check the relevant conditions of the new pesticide registration test activities.
