Public Notice on the Environmental Impact Assessment for the Pilot-Scale Methanolate Production Project of Hunan Haohua Chemical Co., Ltd. In accordance with the Environmental Impact Assessment Law of the People’s Republic of China, the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), and other relevant regulations, this is the first public notice regarding public participation in the project, aiming to solicit opinions and suggestions from all sectors of society concerning environmental protection measures related to the project construction. The following information pertaining to the Environmental Impact Report for the pilot-scale methanolate production project of Hunan Haohua Chemical Co., Ltd. is hereby announced. I. Project Overview Project Name: Pilot-Scale Methanolate Production Project Construction Location: No. 1 Yuwang Road, You County High-Tech Industrial Development Zone, Zhuzhou City, Hunan Province Project Scope: This is a renovation and expansion project. The existing site covers an area of 182,140 m², including production workshops, warehouses, tank farms, a comprehensive office building, and a wastewater treatment station, along with supporting utility and ancillary facilities. The total floor area is approximately 50,666 m². Current products include insecticides such as monocrotophos and cartap, phosphite, antifreeze agents, and sodium metabisulfite. Exhaust gases from each production line are collected and treated through dedicated gas‑treatment facilities before being discharged in compliance with emission standards. Industrial wastewater—including process wastewater, floor and equipment wash water, initial rainwater runoff, and cooling‑water discharge—is separately collected and treated at the plant’s on-site wastewater treatment facility to meet regulatory standards prior to further deep treatment at the park’s central wastewater treatment plant. Hazardous waste is temporarily stored in a designated hazardous waste storage room and then handed over to qualified disposal units; general solid waste is stored in a general solid waste storage area before being disposed of by appropriate entities; and domestic waste is collected at designated recycling points and subsequently managed by the sanitation department. The proposed renovation and expansion involves utilizing 200 m² of existing factory space, adding new production equipment such as ball mills, mixers, and dryers, and constructing one pilot-scale production line for solid-state methanolate, together with supporting facilities for storage, safety, and environmental protection. The pilot phase is expected to comprise approximately 100 batches over roughly five months. Solid-state methanolate will primarily serve as a catalyst in chemical synthesis processes. Following the expansion, the existing facilities will continue to handle exhaust gases, wastewater, and solid waste in compliance with applicable standards. II.
